What would it take to get them on off that path and onto the path of being a contributing member of their society...

When you say procedures you confirm my suspicion that you are speaking of a sort of rehabilitation program.
The thing is, there is no program or procedure which will rehabilitate everyone. Some people can never be changed, it is sad to say that they may be %26quot;brainwashed%26quot; irreversibly. I say this not to single out Muslims or terrorists but as a general statement.
As unethical as it may be, the most effective way may be to change their religion to one of peace... something resembling a form of moderate Islam I suppose... through prolonged coercion. Switch out the books. A little malnutrition and sleep loss, standard cult techniques. Religion got them there, it is most likely to get them out.

I believe that terrorist can change their mind. basically must there are good law in that nation.
terrorism usually derives from frustration and injustice that seemed totally hopeless. many muslim lands, even before terrorism became prominent, were faced with minorities being tortured, drug trade, and total poverty. there have been many wars. i think the mentality of a terrorist would change if they saw that there an effective alternative to achieving whatever goal they want. if you've ever watched al-qaeda's videos, he usually demanded for war to end in his homeland. the united states supplied sadaam hussein with weapons before we went to war with iraq. countries would need to run ethically and give all people equal opportunity authentically.
terrorists in this day and age without all of that happening would just have to see that their actions produce more harm than good. how one would go about that, i'm not sure. it would take a long time and some good therapy.
