Not sure if this is truly a sign thing. There are many things that create that indecisiveness here are some of them:
1. 1/4 moon phase
2. sometimes the 3/4 moon phase
3. seesaw chart
4. Anaretic Degree
5. Saturn sq moon
6. t-square involving ruler of the 7th
Generally the inability of commitment could happen with any sign, pisces and sag are not that outstanding with this concept. Aquarius can at times be uncommitted, so can Scorpio. Therefore it is not just the mutable water/fire. Usually you will find something else in the chart to confirm the lack of commitment.

Pisces are very emotional people. They will literally fall for anyone who gives them affection and forms an emotional bond with them. Their also the most prone to cheating.
Sagittarius, the issue is, they cant decide between freedom or being bound down to a person. Their hyper, all over the place, and adventure seeking people.

No, we're not. Us Pisces are very indecisive. We have the perfect ideal of someone, so if someone we like is kind of..... not cool with our standards (or not treating us right we will move the heck on. To someone else! (not whores, most of us are though) Unless its LOVE. Different story. And sag are, hmm.... no. All sag's I know (my sister, stoner, counselor) are pretty firm when it comes to relationships. This one sagittauris friend I know liked the same chick for six months and never told her. Then he realized she was a b**** and moved on. So there you go. We're both very moody, I'm pretty sure of that lol.
